Until 1910 Immigrants arriving at San Francisco were detained in a two-story shed at Pacific Mail Steamship Co. As many as 400-500 people were crammed into facilities at one time. Alarmed at unsafe & unsanitation conditions, the government erected a station on Angel Island. Officials felt that would prevent immigrants from effectively communicate to the outside & isolate them from communicable disease.
